[ADMINAPI-1141] - Implements environment file live reload

Live reload is possible with appsettings.json because the ASP.NET Core configuration system can watch files for changes and automatically reload their contents at runtime when reloadOnChange: true is set. This is implemented by monitoring the file system for changes.

In contrast, environment variables are set at the OS level and are only read by the application at startup. The .NET runtime does not provide a mechanism to watch for changes to environment variables after the process has started, so live reload is not possible for them. The process would need to be restarted to pick up new environment variable values.
