chore: add 2.11 handsets, minor tweaks

• add targets for gx12 and nb4p (note: gx12 bluetooth support is untested / WiP)
• exclude them from older builds
• order some targets alphabetically
• update older pinned build container versions

Would it be better to transition from blacklist model to whitelist model on supported targets?

While the list of supported targets is significantly longer than the list of excluded, it would certainly be less error prone if a target is not excluded when it is added to the file.
