Install the Pololu Maestro Control Center, connect to the controller, go to the Serial Settings tab, and enable the USB Dual Port mode - you need this to allow the module to connect to the controller (at least on Windows), or else the module will seem to do nothing.

For typical RC servos, the values for setTarget() might be in a range of 4000 - 8000, but each device is different.
