feat: GUI vehicle test spawning

Apologies for not getting back on the earlier PR , here's the updates :

• noticed that out-of-range IDs like 800195116 isn't respawning anymore and it's good.
• GUI is opened by F4 with simple feedback "Vehicle Spawned" & "Failed"
• Switched from root to resourceRoot to prevent external triggering
• Everything is working as expected

Any other suggestions would be appreciated.
