3.47.0 | Community Release

What's Changed

We're rewriting the webview and the panel to Vue3, and at the same time, improving tests~
This is an effort to reduce technical debt, at the moment, the dependencies are pinned and there are no viable path to upgrade. Hence, the decision to make vue the new UI framework.
These changes will NOT break any functionality, atleast, till the release. Hooraay for continuous delivery
