Add niEMAC_HANDLER_TASK_AFFINITY
Description
This is following up #1288 where I added ipconfigIP_TASK_AFFINITY to the tcp library. This is adding a config parameter to set the affinity of the Zynq port "GEM" tasks.
Test Steps
This is tested with the most recent Zynq portable code in main and SMP kernel, using the same task pinning I described in #1288 . Operation with non SMP kernel should be unchanged.
