Fixed the Scavenger Escort already used problem

This fixes issue #2802 Escort Service unavailable at times [bounty: 25 XTR]

The ability was entering invalid state, So i added some validations to ensures that the target exists before proceeding.
Also added a fnOnCancel , for proper cleanup when the query is canceled..
