Cosmic Frontiers : Codename Neocyte
0.9.0 Dev Track - Until 0.9 releases the 1.21.1 branch will operate under the name 'neocyte' so it's easy to understand what is being worked on.

This notice is in effect indefinately until the official release of 0.9.0 These builds act as a preview version as well as a point of entry for devs.

- Half the modlist is a wreck and i'm pretty sure it's memory leaking/lagging weirdly (need someone skilled with performance crunching to look into this)
