Make cmdFrame_t use fujiDeviceID_t, fujiCommandID_t and consolidates
cmdFrame_tinto its own header file since it was the same for everything except RS232.Also updates a ton of magic numbers to use constants and splits up
fujiCommandID_tenum by device.No logic changes, just updating constants.
