This is the v12 equivalent of #801 by @FlorianDeconinck
Per that PR:
When running SCM on a local machine, we rely on the TBC dataset. Previously, this was prompted to the user. In order to automatize creation of experiment, we allow to set TINYBCS_PATH externally before prompting the user.
