Updating code to the latest NDSL version (October release + a few develop commits)

  • Update to NDSLRuntime and Locals for CPU optimization to stick
  • Fix QuantityFactory API change for data dimensions
  • Aer Activation is now part of the code ran on CI

Bonus:

  • A small inline benchmark, since this is a small enough piece of code.
