Interesting. Apparently the LDAS requires MKL. Huh. I'll need to look at that. For now, I'll draft this. |

@mathomp4 : Looks like now gfortran is failing b/c of MKL. Should we ignore this or is there a fix? |

Ahh. My bad. I used the wrong image. Need the one with MKL :) Push incoming. |

Until we get CircleCI back, this at least brings in some CI via Github Actions
