GitFlow: Merge main to develop
This PR updates the CMake minimum version to 3.24. We choose this as internal use of GFE with MAPL uses 3.24 so we update here for consistency.
As GitHub will soon drop support for macOS 13, we are updating our CI workflows to use macOS 15. Additionally, we are adding support for gfortran-15 to ensure compatibility with the latest Fortran compiler.
