We should not enable cloudbilling API in all cases. We should do it only if the billing account is not linked, and we want to take actions in that regards.

Added Cloud Billing API to all the Api lists and also added a check ensuring Cloud Billing API is enabled before checking billing status otherwise
isBillingEnabledwill fail.
