Added no_external_ip flag to gce vm image export tool

This PR implements the no_external_ip flag in the gce_vm_image_export tool.

It has been tested using a build pushed to docker hub.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
