This commit updates the four Helm charts in the `adc` directory to comply with the repository's contributing guidelines. The following changes were made: - Added license headers to all `.yaml` and `.tpl` files. - Added a `README.md` file to each chart directory. - Added an entry for the `/adc/` directory to the `CODEOWNERS` file. - Created a new GitHub Action workflow to lint and dry-run the Helm charts.
