Split nightly test data ingestion from ticket creation

This PR decouples the test data ingestion step from ticket creation. It adds a new job ingest-test-data, which is scheduled to run hourly instead of daily

Test run: ingest-test-data
The job was triggered while GA tests had finished but Beta tests were still running.
Result:

• GA: test data ingested correctly.
• Beta: Skipped as expected with log message "BETA Test unfinished: there are still 1 builds queued."
