fix: Rearrange tasks in maxtext_v5e_configs_perf

[RUEI4341]

Description

With a total of 64 tasks, the current chain_num = 4 is causing OOM and timeout issues in the DAG. Increase the chain_num to 16 cloud resolve these stability issues.
