feat(weight-refit): add endpoint lattica instance

Scheduler:
Add an isolated lattica instance for endpoint full weight transfer. Put block to internal lattica instance when get full weight.

Key Changes

1. Add endpoint lattica instance as a sub-thread.
   2.Put block using the internal lattica instance when receives full weight.
