Release 0.4.0: Aiohttp as Server, better status strategy

本次 Graia Amnesia 更新了以下内容:

• 基于 Aiohttp 实现的 HTTP Server (includes HTTP & WebSocket).
• 更好的 Status 处理与编写逻辑: 现在处理 wait 更加安全, 且加入 notify 方法方便了 update 方法的实现.
