…ts to make tests pass

  • Add version in init that parse the .toml
  • add ruff and precommit using prek
  • switch to UV for lock and pyproject
  • Split CI in two : test with PR and publish when done
  • Add version restriction on grid2op
  • Move pypowysbl dependency to extra and not required
  • Update README
