AB#464 Update yarn and add npm minimal age gate

Proposed Changes

• This PR updates the project to use yarn 4.13
• Adds npmMinimalAgeGate of 7 days
• removes some unused packageExtensions which threw warnings on console

The removed yarn plugins were deleted automatically since they are included by default now
All other changes were also done automatically by yarn except the addition of minimalagegate
