made it my own PR because i didnt want to deal with removing a submodule from #753

Test case was printing whether libpl was supported, and it worked as expected on PL and Ares

libpl and libcart should be merged in separate PRs (also submodules makes more sense (except for libcart but that issue should really be fixed in libcart, not here))
