ci: build RabbitMQ image

Acceptance Criteria

• We should build and push a Docker image that contains the dependencies needed to use the RabbitMQ plugin.
• It should be built for releases, both with a latest-rabbitmq and a v0.0.0-rabbitmq tag.

Security Checklist

• Make sure you do not include new dependencies in the project unless strictly necessary and do not include dev-dependencies as production ones. More dependencies increase the possibility of one of them being hijacked and affecting us.
