feat: add class to serialize/deserialize on chain blueprint object

Acceptance Criteria

• Add on chain blueprint tx class with serialization and deserialization methods.
• Use poetry<2 for workflow, so the CI doesn't break (we must fix things for poetry 2 later).
• Update macOS version to 13 in the workflow.

Note: This code was extracted from the hathor-core repository because it's needed for the lib method that is used by the tx-mining-service and the hathor-core itself to deserialize the tx bytes. Ideally, we shouldn't have this code duplicated, but this is how we've been doing this.
