Updated the link to for issues/new BO-Sessions to point to the de-RSE-Repo I assume, that this is the "correct" link (instead of Heidis), as on Sciencesconf the link also directs to the de-RSE-Repo

The link to the issues (for the Break-Out-Sessions) now directs to the de-RSE-Repo and not to 404 anymore.
I assume, that the de-RSE-Repo is the "correct" one (instead of Heidis), as on Sciencesconf the link also directs to the de-RSE-Repo.
This should resolve #1
