Add an admin job for rewriting Galapagos internal topics

This adds a new Admin Job for rewriting Galapagos internal topics on a given environment (cluster). This is useful for

• cleaning up the topics, removing e.g. deletion markers
• let Kafka clean up old segments, e.g. in conjunction with Key Rotation in BYOK scenarios (allowing for old key versions to be removed)

Additionally, this adds a common printBanner method for admin jobs to unify console output, and cleans up some IntelliJ warnings.
