Prebid 3.1.0 supports Swift Package Manager, which allows us to simplify how we depend on it for development and allows us to provide UID2Prebid as a Swift Package. Most of the changes here are moves to match SPM convention such as use of Sources directory.
Prebid 3 also makes some breaking changes to the API we use to pass the UID, but these usages were already updated in #71, so the Prebid changes here are just for the tests.
This is non-breaking for UID2, but breaking for how the Prebid dependency is version and will be released as UID2 SDK and UID2Prebid SDK version 2.0.0.
