Restore is working for me up to the restore volume step for lsr:

There was an error when processing the job in the Transaction Manager service. The underlying error was: 'Execution of workflow restore of recipe cpfs-singleton-parent-recipe completed. Number of failed commands: 1, last failed command: "VolumeGroup/child-license-reporter-recipe.lsr-volume" Data downloads watch caused an exception: DataDownload exception 'Restore of PersistentVolumeClaim ibm-ls-reporter/lsr-backup-pvc-1 was cancelled because DataDownload ibm-backup-restore/91347a3d-742f-4200-99ec-ef0bf97f97cf-1 is set to cancel.' '.

But this seems to be an install problem I have on my spoke cluster

Everything else has installed properly and I see that @qpdpQ has successful restores to a different spoke cluster. I looked over the changes here and I think this is ready for approval after one thing
