add new egress/ingress netpol for cpd-platform

What this PR does / why we need it:
As part of cpd 5.3, new pods been added. Hence egress/ingress Networkpolicies are required.
Removal of default dns egress netpol requires extra netpol for cpd-platform operator.
Which issue(s) this PR fixes:
