Created VERSION.txt with version number that py files pull from.

Only did this for init, conf and setup. Couldn't get md files to pull in version number

Does open need a second "r" argument?

Will this work when someone calls import fife; fife.__version__? I think it won't because VERSION.txt is in the parent directory.
