Fixes
Dependency issue required for Idaes-pse issue #1668

Proposed changes:

  1. Update playwright version to be latest.
    This then calls a version of greenlet which supports python 3.13 so that when pip is building the environment with python 3.13, wheel compiles.

  2. Update ubuntu version from the outdates runner image
