The bug with duplicate updates described in the ticket #1538 has been fixed. Note that it is possible to test this only with IETS3.Core, as the solver implementation will be provided via an extension point. There are actually testcases for this in IETS3.Core.
CHANGELOG has been updated.
This solves #1538.
