What this PR does / why we need it:
We've learned from the Whole Tale team that the production service is not expected to be revived anytime soon. This issue is related:
They recommend removing it from the guides and the list of external tools. We had already removed it from the demo site in this PR:
I'll go ahead close this issue about adding Whole Tale to Harvard Dataverse, sadly:
In this pull request I did leave Whole Tale on the Apps page, which is intended to give code examples in various languages. I updated the link to the Whole Tale code.
