Ensure smooth config updates. Bonus: set zero-downtime update_config policy. Related issue: ITISFoundation#984

Docker configs were not cleaned since prune-docker-stack-configs was put in wrong place (.PHONY: prune-docker-stack-configs) which caused it to override default logic (which was expected to be used) and do nothing
