Make redis user non-required since on some deployments we don't use it Configure replica count with ENV This is done withing preparations to move RUT to internal Kubernetes cluster Related Issue(s): * ITISFoundation#1052
We want to move Simcore RUT (resource usage tracker) to Kubernetes. Since RUT needs access to databases, we need to expose them Related Issue(s): * ITISFoundation#1052
