What do these changes do?
This PR improves upon #1206 by switching fluent-bit for vector-dev.
There is no change to the docker-daemon config necessary, as the
chunked-gelfdecoder is able to handle compressed and uncompressed UDP GELF logs and will auto-magically guess the compression scheme (https://archivedocs.graylog.org/en/latest/pages/gelf.html )Related issue/s
