Fix broadcasting over sector and non-sector arrays

Fixes test failures in contract of GradedArrays raised in #65.

This relies on an additional fix to 0-dimensional BlockSparseArray broadcasting that I'll implement in a separate PR to BlockSparseArrays.jl (ITensor/BlockSparseArrays.jl#177).
