CompatHelper: bump compat for GradedUnitRanges in [weakdeps] to 0.2, (keep existing compat)

This pull request changes the compat entry for the GradedUnitRanges package from 0.1.2 to 0.1.2, 0.2.
This keeps the compat entries for earlier versions.
