Raise the minimum `ipl/*` requirements to versions that include the strict-typing updates and PHP 8.5 support. Use `ipl\Html\Test\TestCase` instead of `ipl\Tests\Html\TestCase`, as `ipl/html` moved its test helper from `ipl\Tests\Html` to `ipl\Html\Test`; drop the `autoload-dev` mapping that worked around the old location.
