This is because of this bug: https://community.arm.com/support-forums/f/compilers-and-libraries-forum/52623/gcc-11-2-arm-none-eabi-internal-compiler-error-illegal-instruction It is causing some of the GitHub Actions builds to fail.

As discussed in the chat room yesterday, this pull request downgrades the toolchain version to 10.3-2021.10. This is because of this bug in the latest version, which is causing a lot of the GitHub Actions builds to fail.
Building the Docker image has been tested here: FintasticMan#7. I think it might be good to merge #1184 before this one, so that it is built and pushed automatically.
