- ci(wasi): build sequencially
- ci(wasi): bump node version to 22
- ci(wasi): bump runner to ubuntu-24.04
Avoid running out of memory (?) in the GitHub Action runner.
We do need the debug images for the debug builds. We do not want the emscripten images to save disk space.
Instead of `buildah manifest`, which is throwing weird errors most of the time stating that reference hashes are not found.
