This is the Part0 of BD support

  • random_offsets is removed from sequence, kv_seqlen woud be treated as new offsets.
  • remove redundant attributes.
  • update num_new_tokens inside update_token_ids
  • remove return_logits (which is already included in sampling_param)
  • block_size is placed in shared Meta structure.
