Refactored all test and utility files to replace usage of `g_governance.query` with `g_query` for querying governance state, committee state, DRep state, constitution, and treasury values.
Update cardano-clusterlib dependency from 0.8.1 to 0.9.0 in pyproject.toml and poetry.lock.
