This PR updates the action runtime to
node24and drops support for EOL versions of Node in the library and CLI. Dropping support eases the maintenance burden of this library due to various development dependencies also dropping support.BREAKING CHANGE: The action now runs on Node 24 with npm 11, Node 16 and 18 are no longer supported
