Copying the JuliaGeo/Proj.jl#129 setup. We already had a Linux only Julia pre-release build, but given CI is fast and we don't run it too often, it is probably better, we might have caught #203 before the Julia 1.12 release.

So we can hopefully catch issues like #128
Note that I built a new patch release, which probably now picked up the new SQLite_jll, so lets see if x86 passes now.
