This PR bump Flux to v0.15 and Functors to v0.5.
Everything is smooth except our temporal layers, which are based on Flux's recurrent layers.
Flux went through a major redesign of its recurrent layers in FluxML/Flux.jl#2500.
As a consequence, we have to adapt the temporal layers' interface here.
For the time being, I've only adapted the TGCN layer, and commented out the other layers.
