This adds support for uploading a local directory as a tagged release, instead of a gist. I lifted code from here that relies on
ghr_jll, which needs access to aGITHUB_TOKEN.gh release createinstead for consistency.The example in the README works but adding this as a draft PR due to these two open tasks.
