currently something about the package metadata on the main branch seems broken, so use latest tagged release from 2 years ago
also fix minor bug in sampling strategy selection
inspired by work from @kevkev2ro but reimplemented from scratch
(the use of poetry is recommended, requirements.txt only as alternative)
