This PR adds Telugu (te) translation for the project documentation to help Telugu-speaking users understand installation and usage more easily.
It improves accessibility and supports regional language adoption for users who prefer instructions in their native language.
Changes Included:
Added new file: README.te.md (Telugu translation)
Maintained original formatting, headings, and code blocks
Ensured terminology is simple, clear, and consistent
